Cortex-IUS è la memoria giuridica di Cortex: diritto e tributario in un solo cervello, interrogabile dall'assistente AI tramite connettore. Norme, documenti di prassi e sentenze diventano affermazioni datate e collegate fra loro, ciascuna con gli estremi esatti della fonte. Il primo ramo in costruzione è il tributario.

Cortex-IUS is Cortex's legal memory: law and tax in a single brain, queried by the AI assistant through a connector. Statutes, administrative practice and court decisions become dated, linked statements, each carrying the exact reference to its source. The first branch under construction is tax law.

Una ricerca giuridica, a ogni domanda, riparte dai documenti. Cortex-IUS parte da ciò che ha già letto: norme, prassi e sentenze vengono lette una volta, i loro principi diventano affermazioni datate e ciascuna resta collegata alla norma che interpreta e alle decisioni che la confermano o la smentiscono.

A legal search starts again from the documents at every question. Cortex-IUS starts from what it has already read: statutes, practice and decisions are read once, their principles become dated statements, and each one stays linked to the provision it interprets and to the decisions that confirm or contradict it.

Quando l'assistente la interroga, non riparte da zero: lavora su ciò che ha già consolidato e risponde con le fonti, il loro grado e la loro data.

When the assistant queries it, it does not start from scratch: it works on what it has already consolidated and answers with the sources, their rank and their date.

Per ogni affermazione Cortex-IUS riporta gli estremi della fonte (articolo di legge, documento di prassi, numero e data della decisione), così che ogni passaggio si possa verificare sull'originale prima di finire in un parere o in un atto.

For every statement Cortex-IUS gives the reference of its source (statutory provision, practice document, number and date of the decision), so that every step can be checked against the original before it ends up in an opinion or a filing.

Quando la memoria non copre un tema, lo dice. Un riferimento sbagliato in un atto è un danno, non un refuso: per questo Cortex-IUS non completa con ciò che non sa.

When the memory does not cover a topic, it says so. A wrong reference in a filing is damage, not a typo: that is why Cortex-IUS does not fill in with what it does not know.

Diritto e tributario: un solo cervello, non due archivi.

Law and tax: one brain, not two archives.

Il tributario è diritto. Richiama il codice civile, le sue norme si pubblicano nella stessa Gazzetta Ufficiale, le sue sentenze di legittimità sono sentenze della Cassazione. Separarli in due archivi vorrebbe dire perdere proprio i collegamenti che contano.

Tax law is law. It refers to the civil code, its provisions are published in the same Official Gazette, its supreme court rulings are rulings of the Court of Cassation. Splitting them into two archives would mean losing exactly the links that matter.

Una circolare dell'Agenzia delle Entrate smentita da una sentenza successiva, un principio civilistico che decide una lite fiscale, una sanzione tributaria che dipende da una qualificazione di diritto comune: sono fatti che vivono a cavallo dei due rami. Cortex-IUS li tiene nella stessa rete, con il ramo come etichetta e non come confine. Avvocato e commercialista interrogano la stessa memoria, ciascuno dal proprio lato.

A Revenue Agency circular contradicted by a later ruling, a civil-law principle that decides a tax dispute, a tax penalty that depends on a classification under general law: these facts sit across both branches. Cortex-IUS keeps them in the same network, with the branch as a label and not as a border. Lawyer and accountant query the same memory, each from their own side.

Cortex-IUS

Ogni fatto entra come affermazione tipizzata: che cosa dice, su quale norma, con quale fonte, di che grado, da quale data. Le affermazioni dei tre livelli si collegano fra loro: la norma, la circolare che la interpreta, la sentenza che dà torto alla circolare. È il collegamento, non i tre livelli presi uno alla volta, che serve su un caso vero.

Every fact enters as a typed statement: what it says, on which provision, from which source, of what rank, since when. Statements from the three levels link to each other: the provision, the circular that interprets it, the ruling that proves the circular wrong. It is the link, not the three levels taken one at a time, that matters on a real case.

Norme, prassi e sentenze vengono lette e trasformate in affermazioni collegate, ciascuna con gli estremi della fonte. La conoscenza nuova è disponibile appena assimilata, senza riaddestrare nessun modello.

Statutes, practice and decisions are read and turned into linked statements, each with the reference of its source. New knowledge is available as soon as it is assimilated, without retraining any model.

Consolidates

Un principio ripetuto da più decisioni si rafforza. Le Sezioni Unite pesano in modo diverso da una sentenza di merito, una norma in modo diverso da una circolare. I doppioni vengono respinti all'ingresso.

A principle repeated by several decisions grows stronger. The Joint Sections weigh differently from a lower court ruling, a statute differently from a circular. Duplicates are refused at the gate.

Ogni principio ha una data. Quando un orientamento viene superato, da una pronuncia delle Sezioni Unite o da una riforma, Cortex-IUS registra da quando e da che cosa. La domanda «vale ancora?» ha una risposta, con le fonti.

Every principle has a date. When a position is overruled, by a Joint Sections ruling or by a reform, Cortex-IUS records since when and by what. The question "does it still hold?" gets an answer, with sources.

Un commercialista chiede al proprio assistente AI se, per un credito d'imposta contestato dall'Agenzia delle Entrate, valga il termine di accertamento ordinario o quello più lungo di otto anni. La risposta cambia a seconda che il credito sia «inesistente» o «non spettante», e su questa distinzione la giurisprudenza si è divisa per anni.

An accountant asks their AI assistant whether, for a tax credit disputed by the Revenue Agency, the ordinary assessment deadline applies or the longer eight-year one. The answer depends on whether the credit is "non-existent" or merely "not due", and the courts were divided on that distinction for years.

With Cortex-IUS the assistant does not answer from memory: it reports what the law says, how the case law moved and what holds today, with the reference of every source. The judgement on the specific case stays with the professional. It is also the case on which we are testing the first branch.

Cortex-IUS is being built on the Cortex engine, the same one that serves Cortex-Med today. The first branch is tax law, starting with tax credits; civil law and the other branches follow, one at a time. The starting sources are public databases: legislation in force, the Revenue Agency's practice, and the decisions of the Constitutional Court, the Court of Cassation and the lower courts.
